Parliamentarians Updated Model Tax Code for CIS Countries

A meeting of the IPA CIS Permanent Commission on Economy and Finance was held at the Tavricheskiy Palace
The event was opened by Secretary General of the IPA CIS Council Dmitriy Kobitskiy. He noted that the results of the Commission’s work are in demand in all countries.
The meeting was chaired by Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Budget and Financial Markets Andrey Epishin.
Chair of the Committee of the Milli Majlis of the Republic of Azerbaijan for Economic Policy, Industry and Enterprising Azer Amiraslanov was elected the Deputy Chair of the IPA CIS Commission.
The participants of the meeting approved the draft chapters “Property Tax”, “Land Tax” and “Transport Tax” of the Special Provisions of the Model Tax Code for the CIS Member Nations. The developers took into account the national peculiarities of the CIS countries in the field of taxation. Legal convergence of tax systems and mechanisms of their implementation will create favourable conditions for business and the development of a common internal market.
The approved chapters of the model Tax Code will be presented at the meeting of the CIS IPA Council.
The meeting was informed about the work on the draft of the revised Model Law on Standardisation.
The law is aimed at the sustainable development of the economies of the CIS Member States, improving the quality of life of the population through safe products and minimising the impact on the environment. It will also contribute to the development of scientific and production cooperation and the strengthening of competitive positions in world markets.
The MPs also considered a draft Model Law on Licensing. The adoption of the Model Law will make it possible to develop common approaches to the legal regulation of licensing in the CIS member states, to ensure transparency of information, efficient use of funds, development of competition, as well as to counteract unfair practices in the field of licensing and to establish liability for violations in this area.
The participants of the meeting were informed about the activities of the IPA CIS working group on the preparation of the Model Law on Platform Work.
The new version of the document removed the section on the self-employment, obliged platforms to cooperate with the state on the work of labour migrants and specified the rights of workers to rest, decent wages and social guarantees under national legislation.
