Parliamentarians of the Commonwealth Discussed Results of Joint International Events

A meeting of the IPA CIS Permanent Commission on Political Issues and International Cooperation was held in Dushanbe.
The event was held under the leadership of the Chair of the Commission, Chair of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Foreign Affairs, Defense, and Security Aigul Kuspan. The meeting was attended by representatives of the parliaments of the CIS countries and experts from international organizations.
Deputy Speaker of the National Assembly of the Republic of Armenia Ruben Rubinyan, and Chair of the Committee of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan on Coordination Activities of the Majlisi Milli with the Majlisi Namoyandagon, Executive Power, Public Associations, Mass Media and Inter-Parliamentary Relations Kobiljon Khushvakhtzoda were elected as Deputy Chairs of the Commission.
The members of the Commission supported the appeal of the International Federation of Red Cross and Red Crescent Societies for observer status at the IPA CIS. IFRC representatives actively participate in the Assembly’s events, as well as in the preparation of Model Laws and Recommendations.
Deputy Chief of the UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism Murad Tangiev spoke about the results of the international conference “Legislative regulation of measures to counter the use of artificial intelligence and other new technologies for terrorist activities”.
The event was held on 17 April 2025 in St. Petersburg and brought together more than 120 participants representing national parliaments, regional and international parliamentary assemblies, international and regional organizations.
The final document was agreed upon by the co-organizers of the conference. It reports that participants collectively recognize the significant potential of AI in improving the effectiveness of security operations. At the same time, its misuse by terrorists poses unprecedented legal, ethical, and operational challenges that require timely, inclusive, and coordinated responses.
Kobiljon Khushvakhtzoda spoke about the chairmanship of the Republic of Tajikistan in the Commonwealth of Independent States in 2025.
Aigul Kuspan said that on 4-5 December 2025, the IPA CIS and the Federation Council of the Federal Assembly of the Russian Federation will hold an international conference “The Great Patriotic War in the collective memory of the peoples of the Commonwealth: to the 80th anniversary of Victory”.
The purpose of the event is to review the results of coordinated work on holding events and actions in different countries of the world dedicated to the celebration of the 80th anniversary of the Victory. The participants will discuss the perception of the events of the Second World War by modern youth and outline areas for international cooperation in preserving the historical memory of the role of the Soviet people in defeating fascism and combating the falsification of history and the glorification of Nazism.
Director of the Center for Ibero-American Studies Centre at the St Petersburg State University Victor Jeifets presented the preliminary results of Brazil’s BRICS presidency in 2025.
The members of the Commission discussed the results of the 151st session of the Inter-Parliamentary Union and the Global Parliamentary Conference on Counter-Terrorism and the Prevention of Violent Extremism.
The next Commission’s meeting is scheduled for March – May 2026.
