Issues on Countering Terrorism and Human Trafficking Discussed in Tavricheskiy Palace

Under the chairmanship of member of the Committee on Defense of the State Duma of the Federal Assembly of the Russian Federation Viktor Zavarzin, a meeting of the Joint Commission the IPA CIS for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges was held.

The meeting was attended by the MPs of the CIS countries, representatives of statutory and sectoral cooperation bodies of the CIS, educational and scientific institutions, international organizations.

The commission members considered the draft of the new edition of the Model Law On Mobilization and Mobilization Readiness. The document takes into account comments and suggestions received from the parliaments of Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation and Republic of Tajikistan. In particular, the draft has been supplemented with provisions that define the powers of the head of state or government during mobilization.

At the meeting, the concept of draft Recommendations on the identification, recording and registration of crimes related to trafficking in human beings in the CIS countries was presented.

The identification, recording and registration of this type of crime is of particular importance in combating it. In order to be fully effective in this area, it is necessary for the national legislation of the CIS countries to be in line with international principles and to be unified and harmonized, including in the Commonwealth model legislation.

After the discussions Viktor Zavarzin proposed to send the materials to the parliaments and the Scientific and Methodological Center of the Coordination Council of Prosecutors General of the CIS countries for comments and suggestions, which will be taken into account in further work on the document.

The participants of the meeting considered the concept of the draft Model Law On Territorial Defense.

The document was developed on the basis of a comparative analysis of the legislation of CIS states. The analysis revealed different approaches to the regulation of social relations related to territorial defense.

During the meeting the experts assessed the draft concepts of the new edition of the Model Law On Police Investigation and the Model LawOn Countering the Use of Autonomous and Robotic Systems for Terrorist and Extremist Purposes.

Representatives of the information and Analysis Centre “We Remember All by Name” informed the participants of the meeting about the results of the implementation of joint projects with IPA CIS in the field of preserving the memory of those who died in defence of the Fatherland.

The meeting also considered the proposal to include the draft recommendations on anti-corruption education in the Perspective Plan of Model Legislation in the CIS  for 2023-2025.

A meeting of the IPA CIS Permanent Commission on Defense and Security was held today.

The participants of the meeting finalized the draft Recommendations on improving the legal regulation of the activities of the CIS border authorities in the fight against terrorism. The development of the document is planned in accordance with the Program of Cooperation of the CIS Member States in Strengthening the Security of the External Borders for 2021-2025. The members of the commission also discussed the concept of the draft Model Law On Operative Investigative Activity.

The Standing Commission approved the concept of draft Recommendations on the detection, recording and registration of offences related to trafficking in human beings in CIS Members States. The meeting also approved the concept of a Model Law On Navigation Support, the adoption of which will make it possible to eliminate gaps and shortcomings in national regulation in the field of navigation support and ensure uniform and systematic state regulation in this area.
