25th Anniversary of Saint Petersburg Parliament Celebrated in Mariinskiy Palace

The Mariinskiy Palace provides a venue for celebration of the 25th Anniversary of the Legislative Assembly of Saint Petersburg.

The meeting was attended by Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Chairperson of the IPA CIS Council Valentina Matvienko, Plenipotentiary Representative of the President of the Russian Federation in Northwestern Federal District Alexander Gutsan, Governor of Saint Petersburg Alexander Beglov, Governor of the Leningrad region Alexander Drozdenko, members of the Federal Council of the Federal Assembly of the Russian Federation, representatives of legislative and executive authorities and judicial community, Honorary Citizens of the city and representatives of diplomatic corps. The session was also attended by Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy, Executive Secretary of the PA CSTO Sergey Pospelov; Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the National Assembly of the Republic of Armenia Hayk Chilingaryan, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the National Assembly of the Republic of Belarus Viktor Kogut, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Jogorku Kenesh of the Kyrgyz Republic Nurbek Satvaldiev and Deputy Executive Secretary of the PA CSTO – Plenipotentiary Representative of the Parliament of the Republic of Kazakhstan Viktor Rogalev.

Chairman of the Legislative Assembly of Saint Petersburg Vyacheslav Makarov opened the session and reminded the participants of the challenging historic period when the city parliament began its work. He also highlighted a significant role of deputies in providing harmony and stability in society and in the formation of legal environment for efficient development of Saint Petersburg.

Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko delivered the congratulations from President of the Russian Federation Vladimir Putin and expressed gratefulness to all people who worked and continues to work in the Legislative Assembly of Saint Petersburg for an immense contribution to socio-economic development of the city and deep concern for citizens well-being. “Our love for this great unique city has always been a common ground for parliamentarians. I recall all this years of productive work with enormous gratitude and now I am pleased to see that this tradition still exists and develops. Keep it alive, ” stressed Valentina Matvienko.

Speaker of the Federation Council of the Federal Assembly of the Russian Federation highlighted the merits of the Parliament of Saint Petersburg in creating Russian regional and federal legislative framework and stressed that it was Saint Petersburg parliamentarians who often generated new ideas and approaches to address challenges the country faces. “I am grateful to the Legislative Assembly deputies for creating a good, maybe even the best legislative framework for providing attractive business and investment environment. It is the Parliament of Saint Petersburg that adopted the first law on public-private partnership in Russia,” noted Valentina Matvienko.

She also awarded a number of deputies of the Legislative Assembly with the awards of the Federation Council of the Federal Assembly of the Russian Federation.

Plenipotentiary Representative of the President of the Russian Federation in Northwestern Federal District Alexander Gutsan addressed the participants of the session and stated that for past 25 years the effective legislative package had been created in Saint Petersburg, stable system of productive interaction between city institutions had been built and social challenges had been successfully addresses.

Governor of Saint Petersburg Alexander Beglov stressed a significant role of the parliament in the stable and successful development of the city and expressed confidence in further enhancement of constructive interaction of executive and legislative authorities of Saint Petersburg.

The congratulatory speeches were also delivered by Governor of the Leningrad region Alexander Drozdenko, Chairman of Moscow City Duma Alexey Shaposhnikov and Chairman of the National Assembly of the Republic of Serbia Nedelko Chubrilovich.

The current crew of the International Space Station, particularly Alexander Skvortsov and Oleg Skripochka, congratulated the Legislative Assembly via videoconferencing.
