40 Model Documents Adopted at IPA CIS Autumn Session

The 54th plenary session of the CIS Interparliamentary Assembly was held at the International Tourist Center “The Great Silk Road”. The meeting was focused on the legal support of electoral processes in the CIS Member Nations.
Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko opened the plenary session and stressed the unique character of the meeting, which takes place in Uzbekistan that joined the IPA CIS Convention four years ago.
She expressed hope that holding IPA CIS meetings in various Commonwealth countries would become a good tradition. Thus, at a meeting of the Council on 27 October, the Assembly was invited to Kyrgyzstan by Speaker of the Jogorku Kenesh of the Kyrgyz Republic Nurlanbek Shakiev.
Speaker of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbayeva addressed the participants with a welcoming speech and noted the significant role of parliamentary diplomacy in strengthening mutual trust and understanding among countries, as well as establishing comprehensive multi-level communication on a broad agenda in the context of increasing tension and growing uncertainty in international relations.
On behalf of President of the Russian Federation Vladimir Putin, Valentina Matvienko presented Tanzila Narbayeva with the Order of Friendship for conscientious work and personal contribution to strengthening Russian-Uzbek cooperation.
Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan Nuriddin Ismoilov stressed that the results of the discussions within the framework of the IPA CIS contributed to the further improvement of the effectiveness of multifaceted practical cooperation and creation of conditions for equal dialogue.
Speaker of the Milli Majlis of the Azerbaijan Republic Sahiba Gafarova noted the contribution of the Assembly to the development of inter-parliamentary cooperation, as well as the active participation of the Azerbaijan parliament in the activities of the organization.
Speaker of the National Assembly of the Republic of Armenia Alen Simonyan recalled that the meeting took place during the most difficult geopolitical processes.
Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus Natalya Kochanova focused on the problem of color revolutions stressing the importance of interaction and mutual support of the CIS countries in the face of this threat.
Speaker of the Senate of the Republic of Kazakhstan, Maulen Ashimbayev noted strengthening political dialogue, developing trade and economic relations and deepening cultural and humanitarian ties between countries as priority issues for the discussion.
Speaker of the Mejlis of Turkmenistan Gulshat Mammedova and President of the Central American Parliament Guillermo Daniel Ortega Reyes also made welcoming speeches.
Chair of the Central Election Commission of Uzbekistan Zainiddin Nizamhojaev spoke about the legislative support of electoral processes in the CIS Member Nations.
The participants of the 54th plenary session reviewed a number of model documents on electoral topics: the Model Law International Observation of Elections and Referenda, the Revised Recommendations for CIS International Observers on Elections and Referenda Monitoring, the Recommendations on the Use of Technical Means of Automation in Elections and Referenda, the Recommendations on Countering Foreign Interference in National Elections and Referenda.
In addition, law-makers considered laws related to security, economic development, state building, education, culture, information and other important fields. This year 40 model documents were submitted for consideration at the autumn session.
The 54th plenary session concluded with the presentation of awards.
By the decision of the IPA CIS Council, the Chingiz Aitmatov Prize in 2022 was awarded to Rector of the Tashkent State University of the Uzbek Language and Literature named after Alisher Navoi, Doctor of Philology, Professor Shuhrat Sirojiddinov.
At the end of the event, Secretary General of the IPA CIS Council Dmitriy Kobitsky informed about the plans for model law-making in the Commonwealth for 2023-2025.
