Speakers of CIS Parliaments Outlined key Directions of Joint Activity

The meeting of the IPA CIS Council was held in Dushanbe on 13 November 2025. The event was opened by Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko
The following Speakers of the CIS Parliaments participated in the meeting: Speaker of the Council of the National Assembly of the Republic of Belarus Natalia Kochanova; Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbaev; Speaker of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan Rustami Emomali; Speaker of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva.
The following parties also participated in the meeting: Deputy Speaker of the Milli Majlis of the Republic of Azerbaijan Ziyafet Askerov; Deputy Speaker of the National Assembly of the Republic of Armenia Ruben Rubinyan; Chair of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Foreign Affairs, Defense, and Security Aygul Kuspan; Chair of the Committee of the State Duma of the Russian Federation on CIS Affairs, Eurasian Integration and Relations with compatriots Leonid Kalashnikov; Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Jogorku Kenesh of the Kyrgyz Republic Shabdanbek Alishev; Chair of the Committee of the Mejlis of the Republic of Turkmenistan on Environmental Protection, Natural Resources Management, and the Agro-Industrial Complex Serdar Gayipov; Secretary General of the IPA CIS Council Dmitriy Kobitskiy; First Deputy Secretary General of the CIS Igor Petrishenko.
Valentina Matvienko was unanimously reelected the Chairperson of the IPA CIS Council.
Rustami Emomali presented the results of the Republic of Tajikistan Presidency in the CIS in 2025. The main attention was paid to organization of the events devoted to the 80th anniversary of the Victory in the Great Patriotic War. He also emphasised priority tasks such as strengthening international youth cooperation, revealing the AI potential and promoting a positive image of the CIS on the global stage.
The International Federation of Red Cross and Red Crescent Societies was granted observer status at the IPA CIS. The IPA CIS Council has supported the decision of the IPA CIS Permanent Commission on Political issues and International cooperation pronounced by its Chair Aygul Kuspan.
Dmitriy Kobitskiy has presented the information on the decisions on the approval of Chairs of the IPA CIS Permanent Commissions. Chair of the Committee of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Legislation and Human Rights Rustam Shohmurod was appointed Chair of the IPA CIS Permanent Commission on Legal Issues. Member of the Committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on Innovative Development and Information Technologies Shukhrat Sharafutdinov was appointed Chair of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport.
Dmitriy Kobitskiy presented the results of the Second International Forum “Sustainable Development of Mountain Territories’’ and the results of the International Tourist forum Travel Hub ” Commonwealth’’.
Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture, Chair of the IPA CIS Permanent Commission on Science and Culture Liliya Gumerova informed about the organization of the Second international conference ”Russian language as a basis for Integrational Dialogue in the CIS region’’.
Liliya Gumerova also informed Speakers about International Scientific and Educational congress “The Intellectual Code of the Commonwealth’’.
Valentina Matvienko reminded that the Fourth International forum “The Commonwealth of Fashion’’ will be held on 19-21 November at the IPA CIS headquarters - Tavricheskiy Palace and invited parliamentarians to participate.
