CIS Proposed to Develop Recommendations on Legal Regulation of Meta-Universes

The 29th meeting of the IPA CIS and the Regional Commonwealth in the Field of Communications (RCC) Expert Advisory Board was held in Moscow, at the office of the RCC. The Expert Advisory Board supported the proposals for the development of the CIS Recommendations on the Legal Regulation of Meta-Universes, on the Formation of Fair Prices for Communication Services in Roaming and on the Development of Low-Orbit Space Communication Systems in the CIS Member States.
The meeting was chaired by Chair of the Expert Advisory Board and General Director of the Executive Committee of the RCC Alexey Borodin.
He announced that Head of the Department of Digital Economy and Artificial Intelligence, Director of the Artificial Intelligence Center of the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation Anna Abramova and expert-analyst on international legal issues at the Center of Competence for Global IT Cooperation Yuri Lindre had joined the Expert Advisory Board.
The session was addressed by First Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Building Artem Sheikin, who spoke about the issues of legislative regulation of Meta-Universes and approaches to their solution. Associate Professor of the Department of Civil and Corporate Law of the St. Petersburg State University of Economics Elena Abramova acted as a co-rapporteur.
As a result of the discussion of this issue, the Expert Advisory Board decided to propose to the IPA CIS to develop Recommendations on the Legal Regulation of Meta-Universes.
A lively and thorough discussion accompanied the discussion of the draft Model Law on Artificial Intelligence Technologies. Having positively assessed the work done, the Expert Advisory Board emphasized the need for further development of legal regulation in this rapidly progressing area and decided to develop appropriate proposals.
Member of the Expert Advisory Board, Head of the Department of Cybersecurity of the Moscow Institute of Physics and Technology (National Research University), Scientific Director of the Special Design Bureau for Computer Aided Design Systems JSC Valeriy Konyavskiy emphasized the need to create model documents on critical information and communication infrastructure facilities and ensuring technological independence in this area.
Alexey Borodin proposed to develop Recommendations on the Formation of Fair Prices for Communication Services in Roaming for use by the CIS countries. He also took the initiative to prepare Recommendations on the Development of Low-Orbit Space Communication Systems in the CIS Member States.
Executive Secretary of the Expert Advisory Board of the IPA CIS – RCC, Head of the Information Analysis Section of the IPA CIS Council Secretariat Alexander Surygin informed the participants of the meeting about the preparation of the draft Perspective Plan of Model Lawmaking in the CIS for 2026-2028, what proposals in the field of information and communication technologies and communications were submitted to the Secretariat of the IPA CIS Council.
The Expert Advisory Board decided to request the IPA CIS Council to consider the establishment of a specialized standing commission on issues in the field of communications, information technologies and digital development.
The Expert Advisory Board accepted the invitation to hold the next, 30th meeting on 11-13 October 2025 in Minsk in the framework of the next forum “Artificial Intelligence in Belarus”.
