59th Plenary Session of IPA CIS held in Dushanbe

The parliamentary delegations adopted a number of documents in the fields of culture, education, defense and ecology.
The event was led by Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Chairperson of the IPA CIS Council Valentina Matvienko with the participation of Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus Natalia Kochanova, Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, Speaker of the Majlisi Milli Majlisi Oli of the Republic of Tajikistan Rustami Emomali, Speaker of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbayeva.
The meeting was also attended by Deputy Chair of the Milli Majlis of the Republic of Azerbaijan Ziyafet Abbas oglu Askarov, Vice President of the National Assembly of the Republic of Armenia Ruben Rubinyan, Chair of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on International Affairs, Defense and Security Aigul Kuspan, Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Issues of the Commonwealth of Independent States and Contacts with Fellow Countryman Leonid Kalashnikov, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Jogorku Kenesh of the Kyrgyz Republic Shabdanbek Alishev, Chair of the Committee of the Mejlis of Turkmenistan on Environmental Protection, Natural Resources and Agro-Industrial Complex Serdar Gayypov, Secretary General of the IPA CIS Council Dmitriy Kobitskiy and First Deputy Secretary General of the CIS Igor Petrishenko.
The year 2025 in all countries of the Commonwealth is marked by the 80th anniversary of the Victory in the Great Patriotic War of 1941-1945, Valentina Matvienko recalled.
“A year ago, the IPA CIS Council adopted an Appeal in which the heads of parliaments called on the world’s states, international organizations and the world community to consider Victory Day celebrations as an important historical moment for establishing an atmosphere of mutual understanding and cooperation in international relations, and called for peaceful conflict resolution and the use of parliamentary diplomacy,” the Speaker said.
The Head of the Federation Council thanked her Belarusian colleagues for organizing events dedicated to the 80th anniversary of the Victory: the international cultural and educational forum “Children of the Commonwealth” and the 25th meeting of the Youth Interparliamentary Assembly of the CIS Member Nations.
“The results of all these events are planned to be summed up at the international conference “The Great Patriotic War in the collective Memory of the peoples of the Commonwealth: to the 80th anniversary of Victory”, which will be held in early December at the IPA CIS headquarters,” Valentina Matvienko said.
The Chairperson of the IPA CIS Council spoke about other implemented activities that were provided for in the annual work plan of the Assembly. “The activities of the Interparliamentary Assembly since our last meeting have been productive and full of interesting events. At the same time, I would like to emphasize that our working year is not over yet,” the Speaker noted and expressed confidence that all the planned plans will be successfully implemented.
23 documents were adopted at the plenary session, including:
– Model law on Medical Supplies in the CIS Member Nations;
– Model law on Creative Industries;
– Model law on Territorial Defense;
– Model law on the Commissioner for the Rights of the Child;
– Model law on Limiting Greenhouse Gas Emissions ;
– Model law on Ensuring State Protection of Cultural Heritage Sites on Water Bodies;
– Model law on the Status of the Capital, Cities of National Importance and Regional Centers of the State.
Recommendations on the regulatory regulation of academic mobility were also approved; Recommendations on the identification, accounting and registration of crimes related to human trafficking in the CIS Member States; Recommendations to local governments (administrations) on cross-border cooperation; Amendments to the Model Code on Subsoil and Subsoil Use for the CIS Member States; Amendments to the Model law on Countering Terrorism; Glossary of terms and concepts in the field of youth policy and other documents. They will be sent to the parliaments of the IPA CIS Member Nations for implementation in national legislation.
The plenary session ended with an award ceremony.
