Municipalities may be instrumental in promoting growth, said Alexandr Torshin

On 25 October, the IPA CIS together with the FCFA hosted an international conference on ways of increasing the role of regional and local authorities in the socio-economic development of European and CIS states. The conference was chaired by the Senior Vice Speaker of the FCFA Alexandr Torshin. In his opinion, community governance was most effective in Kazakhstan. He said that Kazakhstan has posted a 6% growth, including due to the active participation of municipal authorities. Municipalities are empowered to collect local taxes, forming local budgets and funding mandates. He called for a broader use of IPA CIS model legislation. This would help avoid mismatched in regional cooperation.
The Conference gathered CIS MPs, representatives of international organizations, associations of cross-border cooperation and municipalities, local governments, experts and analysts.
