Russia has deployed a full-scale top-of-the-line parliamentary framework, says Alexey Sergeev

Secretary General of the IPA CIS Council Alexey Sergeev spoke at the annual event Readings at the Tavrichesliy Palace that sat for two days on 11-12 November in the run-up to the 20th anniversary of the Constitution. He said that the Constitution was crafted during tumultuous times and many a skeptic prophesized it to be a short-lived document. History has borne out the wisdom of the nation at that time by making a choice for democracy, freedom, the rule of law and an effective government. 

Today, parliamentarianism has become in many States the main tool for building institutions of governance, the main democratic foothold. Russia’s pathway to parliamentarianism was thorny. Yet, today we have every ground to say that Russia has deployed a full-scale national governance in full compliance with the modern vision of parliamentarianism. In every sense of the word this was a capital achievement to be cherished and nurtured.
