56th Plenary Session of IPA CIS Took Place in Bishkek

On 17 November 2023, the 56th plenary session of the IPA CIS was held at the Ala Archa State Residence of President of the Kyrgyz Republic in Bishkek. The main topic of the discussion was the role of the Russian Language as a Language of Interethnic Communication.
The heads and members of the parliamentary delegations of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, representatives of international organizations, scientists and experts attended the session.
The plenary session was chaired by Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.
Speaker of the Milli Majlis of the Azerbaijan Republic Sahiba Gafarova noted in her welcoming speech the productivity of the IPA CIS activities in all areas of interparliamentary cooperation.
Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus Natalya Kochanova noted in her welcoming speech that the IPA CIS activities contribute to the development of cooperation between countries and peoples to the support of peace and security on the Eurasian continent.
Speaker of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan Rustami Emomali told that the results of the autumn session of the IPA CIS will contribute the strengthening of interaction between the Assembly in all areas of its activities.
Head of Country Cluster Delegation of the IFRC for South Caucasus Davron Mukhamadiev reminded of the long friendly and productive history of cooperation with the Assembly, begging in 2012.
According to Valentina Matvienko, the Russian language is the authentic symbol of the multicultural Russia. Over the last centuries, the Russian Language has been developing as a interethnic and intercultural communication vehicle. Representatives of many nations of Eurasia can find in Russian Language words from their native language.
Such outstanding writers, thinkers and public figures as Mirza Fatali Akhundov, Yanka Kupala, Olzhas Suleimenov, Chinghiz Aitmatov, Sadriddin Aini, Rahim Esenov and Said Ahmad Khusankhodjaev significantly enriched the Russian Language.
Deputy Speaker of the National Assembly of the Republic of Armenia Ruben Rubinyan noted the importance of the Russian Language as a Language of Interethnic Communication.
Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev reminded the words of President of the Republic of Kazakhstan that the common cultural and humanitarian space remains an important factor uniting the Commonwealth.
Speaker of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan Rustami Emomali noted the special attention paid in the country to the study of the Russian language in schools and higher educational organizations.
Member of the Commission of the Parliamentary Assembly of the Union of Belarus and Russia on Culture, Science and Education, Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Culture Olga Germanova expressed her ideas on this issue.
At the plenary session at the Ala-Archa, MPs considered and approved a number of the Model Laws on Liability Insurance of Medical Activity of Participants for Patient Harm, on Assessment of the Potential Impact of Mining Activities on the Health of the Population Living in the Adjacent Territories and on Organic Production.
MPs adopted amendments to the Model Criminal Code for Member Nations of the CIS in the part concerning responsibility for terrorism financing.
The Recommendations for the CIS Member Nations on the Prevention and Suppression of Violations in the Field of Information Technologies, the Recommendations on Improving of Legal Regulation in the Field of Suppression of Illegal Activities in the Waters of the Commonwealth countries, and the Recommendations on the Development of Cooperation of the CIS Member Nations in the Field of Economic Security were considered and approved.
The draft Model laws will be sent to the parliaments of the IPA CIS Member Nations for use in their national legislations.
Chair of the IPA CIS Permanent Commission on Legal Issues, Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Legislation and Human Rights Ravshan Rajabzoda reported on the amendments in the Regulations on Drafting of Model Laws and Recommendations of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, as well as in the Regulations on the Permanent Commissions of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States.
The plenary session concluded with an awarding ceremony.
Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Defense Viktor Zavarzin was honored the IPA CIS order "Commonwealth".
Chair of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for Foreign Affairs and National Security Sergei Rachkov and Deputy Chair of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for Economy, Budget and Finances Dmitry Demidov were awarded the IPA CIS medal "For Strengthening Parliamentary Cooperation".
Deputy Speaker of the Senate of the Parliament of the Republic of Kazakhstan Zhakyp Asanov, Head of Country Cluster Delegation of the IFRC for South Caucasus Davron Mukhamadiev and Dean of the Faculty of Law of the North-West Institute of management of the Russian Presidential Academy of National Economy and Public Administration Sergey Sergevnin were awarded the anniversary medals "IPA CIS. 30 years".
Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Milli Majlis of the Azerbaijan Republic Aydin Jafarov and Head of the Staff Managment Department of the IPA CIS Council Secretariat Konstantin Sadovsky were awarded the honorary certificates of the IPA CIS Council.
