Information Security Issues Events Held in Belarus

A meeting of the Public Advisory Council on the Protection of Children from Information Harmful to Their Health and Development was held at the Ministry of Information of the Republic of Belarus.

Experts discussed the development of a draft new edition of the Model law of the Interparliamentary Assembly of the CIS on the Protection of Children from Information Harmful to Their Health and Development.

The participants of the meeting raised the issue of the harmful impact of information encouraging involvement in gambling, especially online casino advertising, on children and adolescents. They also addressed modern challenges related to ensuring child safety on the Internet and social media, which are actively discussed at the international level.

A round table titled “Information Security: Modern Challenges and Threats” was held in Minsk.

The meeting was opened by First Deputy Secretary General of the CIS Igor Petrishenko, who noted that a solid institutional framework for ensuring information security has been established within the CIS.

According to him, the activities of the Commonwealth of Independent States bodies play an important role in ensuring information security, including the Regional Commonwealth in the Field of Communications, the Interstate Television and Radio Broadcasting Company “MIR”, the Council of Heads of Television and Radio Organizations, and the Council of Heads of State Information Agencies. Practically all coordinating bodies in the field of security are involved, to one extent or another, in countering cybercrime and other destructive encroachments in the information sphere.

In his view, the Year of the 80th Anniversary of Victory in the Great Patriotic War — the Year of Peace and Unity in the Fight Against Nazism — was particularly indicative in terms of ensuring information security. Amid massive attacks on historical truth, television and radio organizations and information agencies of CIS Member Nations, interacting with each other, consistently conveyed reliable information to audiences and readers.

He also noted that the capabilities of the Interstate Information Pool, within which video materials are exchanged, became an effective tool in this work. Over the years of its operation, more than 60,000 video reports on the life of the Commonwealth and its Member Nations have been contributed to the shared collection.

Minister of Information of the Republic of Belarus Marat Markov spoke about the specifics of information work in the republic and the Belarusian information environment.

He emphasized that due to the introduction of a number of new provisions into laws on mass media, publishing, advertising, extremism, and other areas, the sphere of traditional media within the information space is generally well regulated: challenges are clear, tasks are defined, and legal instruments are functioning. At the same time, in the Internet environment, the number of challenges is increasing daily, and the possibilities for minimizing them will always lag behind. This is not only an issue for Belarus. The reality is that more and more people receive information from the Internet, where hundreds of millions of authors operate, which significantly complicates information regulation.

He also elaborated on the use of popular Internet platforms, legislative regulation in these areas, and the impact of artificial intelligence on the formation of information policy, including for children and youth audiences.
