Kazakhstan’s CEC Expert Board Discussed Photo Fixation of Ballots and Video Monitoring of Voting

On 2 February, an extended meeting of the Kazakhstan’s CEC Expert Board was held in Astana.

The meeting was led by Chair of the CEC of the Republic of Kazakhstan Nurlan Abdirov and considered proposals of political parties and civil society associations on the need to introduce a ban on photographing the filled ballot and the possibility of introducing video monitoring of the voting process at each polling station with a live broadcast on the CEC website.

Deputy Head of the IPA CIS Council Secretariat – IPA CIS IIMDD Director Ivan Musket, experts and staff members of the Institute participated in event on behalf the IPA CIS Council Secretariat via videoconferencing.

The meeting was also attended by parliamentarians of Kazakhstan, members of the Kazakhstan’s CEC Working Group on Ensuring the Electoral Rights of Persons with Disabilities, participants of the Club of Young Voters at the CEC of the Republic of Kazakhstan, representatives of the OSCE Program Office in Astana, the UN Development Programme Office and NGOs, academia in the field of the constitutional and electoral law.

Ivan Musket spoke about the work of the IPA CIS observers during the parliamentary elections in the Russian Federation in 2021, where video monitoring was widely used at the polling stations.
