Mazhilis of Parliament of Republic of Kazakhstan Approved Legislative Amendments on Cultural Issues

On 16 September 2020, legislative amendments on cultural issues were approved by Kazakh MPs at a plenary session of the Mazhilis of the Parliament of the Republic of Kazakhstan chaired by Speaker of the lower chamber Nurlan Nigmatulin. The draft law is aimed at creating favorable conditions for cultural development in the field of librarianship, the activities of cultural organizations, creative unions and publishing.

In particular, it is proposed to oblige the organizers of cultural events to inform the viewer in advance about the use of phonograms by performers, which will make it possible to streamline the conduct of concert activities, as well as increase the level of performers of musical works and the quality of the repertoire.

The draft law also provides for determination of the procedure for the formation of the Kazakhstan National Electronic Library as a unified organizational and technological system that allows integrating the entire library network of Kazakhstan in a digital format.

In addition, the draft law proposed to determine the timing of the acquisition of copyrights and the payment of royalties for socially significant literature, as well as a number of norms related to the improvement of publishing.
