Over 15 International Organizations to Join IPA CIS Counter-terrorism Conference on AI Threats

On 17 April, the CIS Interparliamentary Assembly will host an international conference “Legislative regulation of measures to counter the use of artificial intelligence and other new technologies for terrorist activities” . The event, organized in cooperation with the UN Office of Counter-Terrorism and the International Committee of the Red Cross, will take place at the Assembly’s headquarters in the Tavricheskiy Palace, Saint Petersburg, as part of the IPA CIS’s spring session.

More than 15 international organizations and parliamentary delegations from the CIS Member States will take part in the conference. , which aims to address the growing global concern over the misuse of AI. While AI is seen as a powerful driver of innovation, it also raises serious risks — from destabilizing labor markets to fueling social unrest and exacerbating global conflicts.

Participants will explore real-world examples of AI misuse, current and emerging terrorist tactics involving new technologies, as well as the legislative and oversight tools required to combat them. Special attention will be paid to identifying legal gaps and shaping principles for a model regulatory framework that balances public safety, technological development, and human rights.
