Potential and Risks of Artificial Intelligence Development Discussed in Amman

On 4 November, the Parliamentary Training Course on “Legislative and Policy Measures to Prevent and Counter the Use of Artificial Intelligence and New Technologies for Terrorism and Violent Extremism Purposes” began in Amman.

The event was organized by the UN Office of Counter-Terrorism and the Senate of the Hashemite Kingdom of Jordan with the support of the Shura Council of the State of Qatar and in cooperation with the Parliamentary Assembly of the Mediterranean.

MPs and representatives of the Parliamentary Assembly of the Mediterranean, the ASEAN Inter-Parliamentary Assembly, the TURKPA, the African Parliamentary Union, the Arab Inter-Parliamentary Union and the Arab Parliament took part in the training.

It was noted that the development of AI and new technologies creates opportunities for innovation, economic growth and improvement of tools to combat terrorism. At the same time, it creates new vulnerabilities.

Terrorist groups are increasingly using AI for propaganda, recruitment, cyber-attacks, and financing their activities. Such abuse can enhance existing threats, create unforeseen risks, and undermine global peace and security.

The training discussed the dual nature of AI, the changing landscape of threats from terrorism and violent extremism, the role of parliaments in regulating the use of new technologies, and the balance between innovation and security.

The meeting reviewed international and regional legal frameworks, including the UN Security Council resolutions, and discussed ways to involve academia, the private sector, and civil society in shaping sustainable legislative responses. The participants studied examples of effective legislation and representative practices.

The purpose of the training is to raise awareness, share best practices and develop key principles of legislation, taking into account international human rights law, international humanitarian law and relevant UN Security Council resolutions.

The CIS Interparliamentary Assembly was represented by Head of the Department for International Relations of the IPA CIS Council Secretariat, Secretary of the IPA CIS Permanent Commission on Political Issues and International Cooperation Maksimillian Selyutin.

On the sidelines of the event in Amman, the representative of the Assembly held bilateral meetings with delegates of the TURKPA and the ASEAN Inter-Parliamentary Assembly, where issues of cooperation between the organizations were discussed.
