Use of Artificial Intelligence in Countering Terrorism Discussed in Rome

The fourth Parliamentary Policy Dialogue kicked off in Rome on 5 December. The UN Office of Counter-Terrorism in partnership with international and regional parliamentary assemblies, as well as in cooperation with other UN entities and international organizations, is implementing the Global Programme on Parliamentary Engagement in Preventing and Countering Terrorism.

The main topic of the meeting was “Countering the Use of Artificial Intelligence and New Technologies for Terrorist Purposes”.

Secretary General of the IPA CIS Council Dmitriy Kobitskiy sent a greeting to the participants and mentioned “the IPA CIS works on a number of Model laws, which are aimed at creating a legal framework for the regulation of safe, secure and reliable artificial intelligence systems and their design, development, implementation and use”.

He said “work is underway on Model laws on Artificial Intelligence Technologies, on Countering the Use of Autonomous and Robotic Systems for Terrorist and Extremist Purposes.

In conclusion, Dmitriy Kobitskiy expressed confidence that global and regional challenges and threats related to the use of artificial intelligence and other new technologies for terrorist purposes can be overcome through joint efforts of parliaments and international parliamentary organizations.

Deputy Head of the IPA CIS Council Secretariat Alexey Dolzhikov, Head of the Expert and Analytical Department of the IPA CIS Council Secretariat Denis Zhuk and Head of the Department for International Relations of the IPA CIS Council Secretariat, Secretary of the IPA CIS Permanent Commission on Political Issues and International Cooperation Maksimillian Selyutin participated via videoconferencing.

The meeting of the Parliamentary Assemblies aims to support and build the capacity of MPs around the world in counter-terrorism efforts, increase the contribution of parliaments to the development and implementation of counter-terrorism legislation, and support parliaments in implementing the UN Global Counter-Terrorism Strategy and relevant UN Security Council and General Assembly resolutions.

The United Nations Office of Counter-Terrorism (UNOCT) Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism was established with the support of the Shura Council of the State of Qatar in November 2020 and officially launched in June 2021.
