Plenary Session of the 2nd International Scientific Forum on Public Administration took place in the Dumsky Hall

The Session of the 2nd International Scientific Forum on Public Administration was opened by the Director North-West Institute of Management, a branch of RANEPA, Doctor of Economics, Candidate of History, Professor, 1st Class Actual State Councilor of the Russian Federation Vladimir Shamakhov. He recapped the results of the work of the four sections and three roundtables, which had taken place the day before. Vladimir Shamakhov also noted that the Forum brought together more than 700 participants, including representatives of executive and legislative authorities of St. Petersburg and Leningrad region, as well as experts from Germany, Kazakhstan, Latvia, Macedonia and Finland, and representatives of leading universities of Moscow and St. Petersburg.

Chief Federal Inspector of St. Petersburg Viktor Minenko delivered the welcome message of Plenipotentiary Representative of the President of the Russian Federation in the North-West Federal District Nikolai Tsukanov.

Secretary General – Head of the IPA CIS Council Secretariat Alexey Sergeev welcomed the participants in the historical Dumsky Hall of the Tavrichesky Palace on behalf of the IPA CIS Council Secretariat and IPA CIS Council Chairperson Valentina Matvienko.

Alexey Sergeev addressed a proposal to the moderator of the Plenary Session to host the International Scientific Forum on Public Administration every year within the walls of the Tavrichesky Palace. The participants unanimously adopted the proposal.

The IPA CIS Secretary General also expressed confidence that the Forum that coincided with the United Nations Public Service Day "would significantly contribute to the improvement of public administration through constructive and realistic proposals, recommendations and decisions", and wished the participants successful deliberations.

Chair of the Steering Committee of the Regional Public Administration Hub of the UNDP in Astana (Republic of Kazakhstan) Alikhan Baimenov during his address passed the first editions of the papers co-authored by the Academy and the Hub to the Forum moderator as a sign of strengthening cooperation with the Russian Academy of Sciences.
