IPA CIS Representatives Took Part in Discussion of Local Self-Government Development Prospects

On 26 February 2021, a roundtable “Experience and Prospects for the Development of Local Self-Government Bodies in the Post-Soviet Space”, organized by the North-West Institute of Management of the Russian Presidential Academy of National Economy and Public Administration (NWIM RANEPA), took place via videoconferencing. The event was attended by academics from the leading universities of Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Uzbekistan, as well as representatives of the IPA CIS, the Eurasian Economic Commission, the Astana Civil Service Hub, etc.

Opening the meeting, Director of the North-West Institute of Management of RANEPA, Doctor of Economics Vladimir Shamakhov noted the importance of this issue for the CIS countries. He also touched upon the issue of developing appropriate model law and reminded the participants about the IPA CIS contribution in this area.

Member of the Board — Minister in charge of Integration and Macroeconomics of the Eurasian Economic Commission, Academician of the Russian Academy of Sciences, Doctor of Economics Sergey Glazyev addressed the participants with a welcoming speech. He also outlined a number of problems faced by local self-government bodies in Russia and expressed hope that the participants of the roundtable would offer a solution.

Deputy Head of the IPA CIS Council Secretariat – Director of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations Ivan Mushket read out the welcoming speech of Secretary General of the IPA CIS Council Dmitriy Kobitskiy to the participants of the roundtable. Ivan Mushket also presented a report analyzing the reform of the system of elections to local self-government bodies in the Republic of Armenia.

Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistan Bakhtovar Safarzoda made a report at the meeting. He presented a detailed analysis of the historical background of the institution of local self-governance in Tajikistan and assessed its current state.

Head of the Analytical Department of the IPA CIS IIMDD Roman Amburtsev in his report drew attention to the peculiarities of the electoral legislation of the Kyrgyz Republic.

The participants of the meeting discussed the issues of competence, authority and mechanism for coordinating the activities of local self-government bodies with government authorities, the participation of local residents in the management of the territory, etc.
