Roundtable on Election Administration in Information Society Brought Together Academia From Russia, Tajikistan, Kazakhstan, China and Germany

The International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD) and Tajik National University held an international roundtable “Electoral Democracy and Free Elections in Information Society”. The event brought together 11 universities of Russia, Tajikistan, Kazakhstan, Germany and China.

Deputy Head of the IPA CIS Council Secretariat – Director of the IIMDD IPA CIS, Doctor of Law, Professor Ivan Mushket chaired the meeting. He opened the event and delivered a speech by IPA CIS Council Secretary General Dmitriy Kobitskiy.

Rector of Tajik National University Professor Qobiljon Khushvakhtzoda addressed the participants with a welcoming speech and told about the training in the area of information technologies.

Ivan Mushket focused in his presentation on the need to establish a relevant legal basis for the development of the digital technologies.

Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistan Bakhtovar Safarzoda told in his presentation about the universal and regional sources of international standards in the field of electoral rights.

IIMDD IPA CIS expert, Associate Professor of the Institute of Russian, Eastern European and Central Asian Studies (Chinese Academy of Social Sciences, CASS), PhD Wang Chenxing reported on the new technologies in government management of China, focusing on their use during the COVID-19 pandemic, particularly on the “Counter-Epidemic Health Code” system.

IIMDD IPA CIS expert, Researcher of the Bielefeld University (Germany) Anatoly Boyashov told about the “Methodology of the International Observation of Elections in Information Society”. He analyzed the activity of different monitoring structures and their methodology and noted the need to step up cooperation between them.

IIMDD IPA CIS expert, Head of the Department of Constitutional Law of Tajik National University, Professor Aziz Dinorshoev presented the report “Electoral Disputes as a Form of Constitutional Disputes”. He claims that those disputes should be considered a subject of constitutional justice and not administrative or civil proceedings.

Head of Department of Human Rights and Comparative Law of Tajik National University, Assistant Professor Jahongir Sadizoda told about the implementation of the secret ballot principle at presidential elections of the Republic of Tajikistan.
