Head of the IPA CIS Council Secretariat participates in the conference on digitalization of the electoral processes

The International Research and Practice Conference “Digitalization of the Electoral Processes. Humanitarian Dimension” organized by the Central Election Commission of the Russian Federation and the Government of Moscow kicks off in the capital. Upon the invitation of the Central Election Commission, Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy and Acting Director of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD) Ekaterina Goloulina participated in the event.

The forum brought together representatives of public authorities and electoral officials from more than 30 countries, including the CIS Member Nations, as well as the representatives of the international organizations, academics and experts.

The Central Election Commission of the Russian Federation presented its innovative projects, including the cutting-edge electoral management software, computer-assisted ballot processing technologies, as well as the online public oversight equipment.

The presentations of the participants covered a wide range of issues, including the ensuring information security of elections, cyberattacks prevention, the use of advanced digital technologies to promote institutions of direct democracy and public oversight etc.

Dmitriy Kobitskiy noted in his presentation that the implementation of innovative technologies was essential for efficient electoral politics.

“During the monitoring of the preparation and holding of the elections across the CIS, we mandatory analyze the technical dimension of the process: the quality of polling stations equipment, the use of ballot processing systems and measures to prevent fraud in ballot counting. According to the results, all IPA CIS Member Nations actively introduce advanced technologies in the electoral sphere, although there is always room for improvement. I am sure that the events like today's conference will promote further development of the electoral processes", said Dmitriy Kobitskiy.
