IPA CIS observers discussed the upcoming referendum with Chairperson of the Central Commission on Elections and Referendums and with Head of the Constitutional Court of the Republic of Tajikitsan

During the short-term monitoring, the IPA CIS observers discussed the upcoming referendum with the Chairperson of the Central Commission on Elections and Referendums of the Republic of Tajikistan Bakhtiyor Khudoyorzoda.

Representatives of the observer team shared the information about the team’s membership and its methods of work. The observer team consists 33 members from 7 IPA CIS states (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia). It has included MPs, representatives of supreme legislative bodies, representatives of the IPA CIS Council Secretariat, Experts of the International Institute for Monitoring Democratic Development, Parliamentarism and Suffrage Protection of the Citizens of IPA CIS Member Nations (IIMDD IPA CIS).

Team Coordinator, Deputy Speaker of the National Assembly of the Republic of Armenia Hermine Nagdalyan informed Bakhtiyor Khudoyorzoda that on the day of voting the international observers would start their work since early morning in Dushanbe and in other towns of Khatlonskaya oblast.

Hermine Nagdalyan also provided Bakhtiyor Khudoyorzoda with the expert group report on long-term monitoring and the Final Statement on the compliance of the legislation of the Republic of Tajikistan with international standards.

Chairperson of the Central Commission on Elections and Referendums of the Republic of Tajikistan also informed the participants of the meeting about the preparation for the referendum.

Chairperson of the Constitutional Court of the Republic of Tajikistan Mahkam Makhmudzoda informed IPA CIS international observers that before the referendum the draft Constitution had been submitted for approval by the Constitutional Court. According to the Decision of the Constitutional Court of 4 February 2016, the new draft complies with the current Constitution of the Republic of Tajikistan.

Mahkam Makhmudzoda emphasized that the amendments were aimed at strengthening the constitutional system of the Republic of Tajikstan. He also provided additional explanations on the amendments.
