Monograph Monitoring of Democratic Development: Observing Elections and Referendums to be presented in the Kyrgyz Republic

The monograph Monitoring of Democratic Development: Observing Elections and Referendums was published as part of the series Electoral Processes in the CIS Countries edited by the IPA CIS Secretariat. Its author is Stanislav Tkachenko, IIMDD expert, Professor of St. Petersburg University, PhD in Economics. The monograph is dedicated to observation of electoral processes in the CIS.

In his work Stanislav Tkachenko analyses the evolution of election observation formats at all its stages including the development of legal framework and election management agencies (CEC, regional and precinct commissions), promoting the institute of national observation led by political parties and civil society, as well as the growing efficiency of exit polls.

The expert notes that the international election observation framework is gradually becoming a streamlined tool. The CIS countries are close to having leading roles in this area and staying among global leaders.

The monograph is based on the author's personal experience participating in long-term and short-term missions since 2006. It will be presented in the margins of the international conference Promoting Democracy: Practices of Election Campaigns, the Role of Law and New Technologies in the Election Process to be held in Bishkek on 17 June.
