The Kyrgyz Republic hosted International Conference Democratic Development: Experience of Electoral Campaigns, the Role of Legislation and New Technologies in Electoral Process

The IPA CIS and the Jogorku Kenesh of the Kyrgyz Republic held an international conference themed Democratic Development: Experience of Electoral Campaigns, the Role of Legislation and New Technologies in Electoral Process. The Conference took place in Bishkek.

Vice Speaker of the Jogorku Kenesh of the Kyrgyz Republic Altynai Omurbekova opened and moderated the conference. She emphasized that the subject of the conference was highly relevant and aroused a lot of interest. According to the Vice Speaker, the challenge of building a democratic state has always been relevant for a society.

Speaker of the Jogorke Kenesh of the Kyrgyz Republic Chynybai Tursunbekov delivered his welcome address. He expressed confidence that the conference would use the experience of electoral campaigns in other countries. The Speaker also noted that the conference would give a lot of opportunities for cooperation and constructive dialogue on the most topical issues, and that it would contribute a lot to strengthening interparliamentary cooperation and partnership in the CIS.

The first Deputy Prime Minister of the Kyrgyz Republic Mukhammetkalyi Abulgaziev in his keynote address underscored the importance of new technologies in electoral processes. "Fair and transparent elections is the idea that consolidates the Kyrgyz people".

Secretary General of the IPA CIS Council emphasized that active international contacts facilitated finding common approaches and taking joint decisions in different areas. "The international conference is an important event for the entire CIS, as we need to analyze the interim results of the democratic development of our countries and think of further steps".

According to Alexey Sergeev, the Kyrgyz Republic has become one of the first countries in the CIS to hold elections with the use of new technologies.

Plenary sessions of the conference focused on the role of legislative bodies in developing democratic institutions, organizations of elections and referendums, and improvement of electoral legislation.

Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Budget and Taxes Tatiana Alexeeva read out the address of Speaker of the State Duma Sergey Naryshkin. Her own presentation focused on the experience of the primary elections of the United Russia on 22 May 2016.

Member of the Legal Committee on Assignments and Immunity of the Parliament of the Republic of Moldova Igor Vremya spoke on issuing proper electoral lists in the Republic of Moldova.

Chairperson of the Committee on State Building and Local Governance of the Majlisi namoyandogon of the Majlisi oli of the Republic of Tajikistan Abdurakhim Kholikzoda focused on the characteristics of legal framework in the Republic of Tajikistan.

The participants of the conference also familiarized themselves with the electoral experience in Armenia, Kazakhstan, Kyrgyzstan and Tajikistan.

The co-organizers of the conference also took part in the briefing. Vice Speaker of the Jogorku Kenesh of the Kyrgyz Republic Altynai Omurbekova and Secretary General of the IPA CIS Council Alexey Sergeev answered journalists’ questions.

Alexey Sergeev said that the essence of the conference was to share experience and best practices in electoral processes. He expressed confidence that the conference would be useful both for CIS member states and for the IPA CIS as well, as the Interparliamentary Assembly was actively involved in election observation.

The participants of the 3rd plenary session discussed modern technologies in election processes referring to the experience of the Kyrgyz Republic.

The conference was attended by members of parliaments of the CIS, members of the Central Election Commissions of Armenia, Azerbaijan, Bulgaria, Kazakhstan, Russia, Tajikistan, Turkmenistan, representatives of the OSCE and other international organizations.
