The theme of his presentation was Progressive Development and Enforcement of Electoral Law in the CIS and Europe. Comparative Study. 

Democratic elections underpin political and institutional stability. They give expression to political diversity, while their results set the stage for future progress, said the speaker. Regular election monitoring started on 9 September 2001 with a decision by the Council of the CIS Heads of State to send and election monitoring mission for the presidential elections in Belarus. In total, the CIS Execom launched 72 election observation missions engaging 14 thousand observers. Today, we have reached a very advanced stage of election legislation and practices.
