Development of Model Law on Platform Employment to Begin in 2023

At the beginning of 2023, work will begin on the concept of a Model Law on Platform Employment; CIS MPs will be able to get acquainted with the draft at the spring meeting of the IPA CIS Permanent Commission on Economy and Finance.

This issue was discussed at a roundtable held on 15 December at the headquarters of the CIS Interparliamentary Assembly. The event was dedicated to the regulation of platform employment in the CIS countries.

The event was attended by Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on the Budget and Financial Markets Andrei Yepishin, CEO of “Rocket Work” Anastasia Uskova, Director of the Strategic Communications Department of the Center for Strategic Research Vladimir Gushchin, President of the Center for Human Resources Development of the Republic of Kazakhstan Daulet Argandykov, Deputy Secretary General of the General Confederation of Trade Unions Natalia Podshibyakina, Vice President, Director of the Regulatory Policy Center of the Center for Strategic Research Ekaterina Papchenkova and representatives of the largest platforms operating in the CIS Member Nations.

Experts noted that the “gig economy” or freelancing were gaining popularity in all countries, online platforms were actively developing, acting as an intermediary between suppliers and consumers of services.

Legal regulation of the activities of the informally employed would bring them out of the shadows, legalize their work, provide social and legal guarantees, create conditions for them to pay taxes and, consequently, ensure the stability of social and economic systems in the Commonwealth countries and their effective integration.
