Draft Model Electoral Code for CIS Member Nations Approved by IPA CIS Permanent Commission on Practices of State-Building and Local Government

On 23 October 2020, the meeting of the IPA CIS Permanent Commission on Practices of State-Building and Local Government took place in a mixed format in the Tavricheskiy Palace in St. Petersburg.

The event brought together the MPs from the Azerbaijan Republic Fazail Agamaly, Zhalya Alieva; from the Republic of Armenia – Edvard Andreasyan; from the Republic of Belarus – Valentin Semenyako; from the Republic of Kazakhstan – Sultanbek Makezhanov, Shakir Khahazov; from the Russian Federation – Oleg Tsepkin, Yuriy Mischeryakov, Alexander Sidorov, Ravil Khusnulin; from the Republic of Tajikistan – Ilkhom Amonzoda, Abdurakhim Kholikzoda; from the Republic of Uzbekistan – Zulaikho Akramova; as well as the Plenipotentiary Representatives of the IPA CIS parliaments: the Azerbaijan Republic – Aidyn Jafarov, the Republic of Belarus – Viktor Kogut, the Russian Federation – Irina Sokolova.

Chairman of the Permanent Commission of the House of Representatives of the National Assembly of the Republic of Belarus on State-Building, Local Self-Government and Regulations Valentin Semenyako was elected Chairman of the IPA CIS Permanent Commission.

The meeting discussed the draft Model Electoral Code for the CIS Member States. The document has been developed for over three years, the CIS parliaments have submitted about 130 comments and proposals to the developers, most of which have been accepted.

The developers took into account the variety of electoral systems existing in the CIS countries. During the drafting of the Model Electoral Code they used the legal acts adopted by the CIS Interparliamentary Assembly to ensure observance of the electoral rights of citizens, as well as international norms in force in the Commonwealth states.

The members of the Commission approved the draft Code and decided to appeal to the IPA CIS Council to submit it for consideration at the upcoming IPA CIS plenary session.

The Commission also approved the draft Model Law on State Awards and the draft Comparative and Legal Analysis of the Anti-Crisis Regulation Toolkit.

The MPs considered the results of work in 2019 and the plans for 2021, as well as preparation for the seminar “Dialogue of Citizens and Power” to be held jointly with the IIMDD IPA CIS in spring 2021. The participants also discussed the preparations for the conference “Image of a Modern City” scheduled for autumn 2021.
