Draft Model Law on Medical Supplies in CIS Countries Discussed in Bishkek

On 14 November 2023, the second international conference in the format of a public expert session “Effectiveness and Availability of Medicines: from Technologies and Evidence Base to the Patient” on the development of the Model Law on Medical Supplies in the CIS Member Nations was held in Bishkek. The document is developed in accordance with the Long-Term Plan of Model Law-Making of the CIS for 2023-2025.

Secretary General of the IPA CIS Council Dmitriy Kobitskiy sent a welcoming speech to the participants . He noted that as a result of the first session, more than 70 proposals for the Model Law were made, which were analyzed by members of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health.

Secretary General’s address was voiced by Executive Secretary of the IPA CIS Expert Advisory Board on Public Health, Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova.

Welcoming speeches were also made by Chair of the Committee on Social Policy Jogorku Kenesh of the Kyrgyz Republic, member of the Permanent Commission on Social Policy and Human Rights Vinera Raimbachaeva, Chair of the IPA CIS Expert Advisory Board on Public Health, RAS academician Yury Shcherbuk.

The meeting was attended by Deputy Minister of Health of the Kyrgyz Republic Mederbek Ismailov, Director of the Kyrgyz state pharmacy enterprise «Kyrgyzfarmaciya» under the Ministry of Health of the Kyrgyz Republic Gulmira Shakirova, scientific Director of the Mechnikov Research Institute of Vaccines and Serums, RAS academician Vitaly Zverev, President of the Association for Directors of Institutes of Oncology and Radiology, CIS & Eurasia, General Director of the Federal State National Medical Research Radiological Centre of the Ministry of Health of the Russian Federation, Chief oncologist of the Ministry of Health of the Russian Federation, RAS academician Andrey Karpin and other experts.

The participants of the expert session discussed the existing problems of prevention, diagnosis and treatment of viral hepatitis B and C, HIV, rare diseases; diseases characterized by high blood pressure, as well as factors limiting the effectiveness and implementation of new therapeutic technologies in modern diabetology in the CIS countries.

Special attention was paid to the discussion of financial mechanisms, which are available within the framework of the Intergovernmental Program of Innovative Cooperation of the region for the period up to 2030 and directly determine the ways to improve the effectiveness of medical supplies financing in the CIS countries.

The next expert session will be held in Astana in May 2024.
