Dushanbe Reported on Preparation of Revised Concept of Common Migration Area of CIS Member Nations

The 28th meeting of the Council of the Heads of CIS Migration Authorities is held in Dushanbe. Representatives from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan, the CIS Executive Committee and the General Confederation of Trade Unions are taking part in it.

The meeting discussed changes in national legislation in the field of migration, reviewed the legal practice of the migration authorities of the CIS countries, the preparation of model legislative laws in this area, and other issues.

Secretary General of the IPA CIS Council Dmitriy Kobitskiy sent his greetings to the participants of the event. It noted the close cooperation of the IPA CIS with the Council of the Heads of CIS Migration Authorities, which contributes to the formation of a model Commonwealth legislative framework in the field of migration, based on practical experience and current needs of the participating Member Nations States.

Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Social Issues, Family and Health Protection, Vice-Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights Sumangul Tagoyzoda spoke about the CIS Interparliamentary Assembly's preparation of model migration legislation.

The representative of the Majlisi namoyandagon paid special attention to the development of a new version of the Concept of the Common Migration Area of the CIS Member Nations.

According to her, the participants of the VIII St. Petersburg International Labour Forum, which was held on 20-22 February 2024, discussed the main directions of updating the Concept.

The new version of the document will reflect the peculiarities of modern migration processes, in particular, socio-economic indicators of interaction between CIS countries, demographic components of labour potential, modern indicators of migration flows. Another task of the Concept will be the development of tools to attract socially responsible enterprises to participate in organised labour migration programmes.

At the end of her presentation Sumangul Tagoyzoda announced the creation of a working group within the IPA CIS to prepare a new version of the Concept. She noted the need to include representatives of the Council of the Heads of CIS Migration Authorities in the group.
