Experts Discussed Draft Model Laws in Field of Digitalization

On 17 March 2022, a meeting of the IPA CIS – Regional Commonwealth in the Field of Communications Expert Council (IPA CIS – RCC Expert Council) took place in the Tavricheskiy Palace – the IPA CIS headquarters.
The meeting was attended by representatives of legislative and executive authorities of the Azerbaijan Republic, the Kyrgyz Republic, the Russian Federation, leadership and staff members of the RCC Executive Committee, as well as academia and experts from communications administrations, relevant educational and research institutions.
During the meeting, the Expert Council members discussed the draft Recommendations on the Regulating of Digitization in the Field of Education. The meeting participants agreed that the development of Recommendations would help to adapt the legal status of students and teaching staff to the new digital environment.
The draft Recommendations on the Regulating of the Use of Artificial Intelligence Including Ethical Standards for Research and Development aroused a lively discussion. The Recommendations should be a response to the technical challenges of the 21st century, lay the foundations for cooperation between the CIS countries on the regulation of artificial intelligence technologies and launch work on the alignment of the CIS legislations in this field.
The meeting participants also were briefed on the revised CIS Model Information Code and reviewed the draft Model Law on Digital Space, its Infrastructure and Regulations in the CIS Members Nations, the draft Model Law on Combating Cybercrime and the draft Model Law on the Commercialization of Intellectual Property Rights in the Field of Science and Technology.
In addition, the meeting participants discussed promising directions of model law-making in the field of digital development regarding culture, tourism, sports, as well as the preparation for the international conference “Legal and Political Aspects of Digital Development of Society”, scheduled for November 2022.
The Expert Council members decided to hold the next meeting in Moscow in the fourth quarter of 2022.
