29 January 2025
The Committee of the Federation Council of the Federal Assembly of the Russian Federation on the Rules of Procedure and Parliamentary Governance held a meeting on “Improving Model Legislation on Countering Corruption”. The event was held by Chair of the Subcommittee on anti-corruption, ethics and application of the institution of parliamentary immunity, public control of the Committee Alexander Noviukhov.
Chair of the Committee Vyacheslav Timchenko reminded that an agreement on cooperation of the Commonwealth of Independent States in combating corruption was signed in October 2022 in Kazakhstan. The provisions of the document should be implemented in the norms of model legislation to ensure the integrity and internal consistency, said the parliamentarian.
The meeting participants noted that the CIS heads of state approved an interstate program of joint measures to combat crime. In accordance with the provisions of the joint documents, draft model laws were developed.
Secretary of the Permanent Commission of the CIS Interparliamentary Assembly on Defense and Security Issues Alexander Borisov spoke at the meeting in detail about the model legislation in the sphere of countering corruption.
For a more effective fight against such crimes and early prevention of corruption manifestations, the IPA CIS Member Nations have formed a regulatory framework, which is systematically constantly being improved.
The representative of the Assembly spoke about the main model laws and other documents that regulate this sphere.
He added that the Assembly is currently forming a Perspective Plan of Model Lawmaking in the Commonwealth of Independent States for 2026-2028, which will include proposals of the parliaments of the IPA CIS Member Nations.
