Members of IPA CIS - RCC Expert Council Discussed Several Model Draft Laws in Field of Digital Development

On 19 May 2021, the regular meeting of the IPA CIS - Regional Commonwealth in Field of Communications Expert Council took place via videoconferencing. The meeting was attended by the academia, experts, representatives of specialized universities and staff members of the IPA CIS Council Secretariat. Deputy Chair of Expert Council, Director General of the Executive Committee of the Regional Commonwealth in the Field of Communications Nurudin Mukhitdinov chaired the meeting.

The meeting began with the approval of the Expert Council composition and the election of its chair. Minister for Development of Information Technologies and Communications of the Republic of Uzbekistan Shukhrat Sadikov took this position.

Further, the members of the Expert Council proceeded to consider the draft model documents. Member of the Expert Council, Senior Researcher at the Information Law and Global Information Security Sector of the Institute of State and Law of the Russian Academy of Sciences, Managing Partner of the St. Petersburg Office, Head of the European Practice in Internet and Technologies Regulation at Dentons Law Firm Viktor Naumov presented the concept of the Recommendations on Normative Regulation of the Use of the Artificial Intelligence, Including the Ethic Standards for Research and Development.

. During the discussion of this topic, the Council members agreed with Viktor Naumov that the problem of legislative regulation of AI systems is urgent, but extremely difficult. Managing Director of the Center for Artificial Intelligence Regulation of PJSC Sberbank Andrei Neznamov proposed to analyze the regulations existing in the CIS countries in this area, as well as the best global trends, so that the developed recommendations turn out to be balanced and compromise.

Further, Member of the Council, Senior Researcher of the St. Petersburg Institute for Informatics and Automation of the Russian Academy of Sciences Vladislav Blum informed his colleagues on the status of work on the draft CIS Recommendations on Cooperation in the Field of Digital Development. He said that this document was at the final stage of development.

During the meeting, the draft Model Laws on the Commercialization of the Results of Intellectual Activity, on the Suppression of Violations in the Field of Information and Communication Technologies and on Digital Healthcare, as well as the Recommendations on the Normative Regulation of Digitalization in the Field of Education and the revised Model Information Code for the CIS Member Nations were also considered.
