Meeting of IPA CIS Permanent Commission on Legal Issues Took Place in Tavricheskiy Palace

On 13 May 2021, the meeting of the IPA CIS Permanent Commission on Legal Issues took place in the Tavricheskiy Palace – the IPA CIS headquarters. The meeting was attended by the MPs of the IPA CIS Member Nations: the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation and the Republic of Tajikistan, as well as the staff members of the IPA CIS Council Secretariat, experts and representatives of specialized universities.

The meeting began with the election of the Deputy Chair of the Commission. The post was taken up by Chair of the Committee of the Senate of the Parliament of the Republic of Kazakhstan on Constitutional Legislation, Judicial System and Law Enforcement Bodies Vladimir Volkov.

During the meeting, the Commission members discussed the draft Model Law on Assessment Activities taking into account the comments and proposals received from the CIS parliaments. As a result of the discussion, the Commission members decided to approve generally the draft Modern Law and continue working on it at the next meeting.

Furthermore, Chair of the Expert Advisory Board at the IPA CIS Permanent Commission on Legal Issues, judge of the 1st Western District Military Court, member of the council of the regional branch of all-Russian organization “Russian Association of Judges” in St. Petersburg Yury Kozlov informed the Commission members about the meeting of the Expert Advisory Board at the IPA CIS Permanent Commission on Legal Issues, which took place on 10 March 2021. The last meeting of the Expert Advisory Board considered the draft Model Law on Treaty Law (General Provisions), which is currently being developed by the Commission. According to Yury Kozlov, following the meeting of the Expert Advisory Board, a number of proposals on this document was developed. Representative of the draft law developer, Professor of the Civil Law Department of St. Petersburg State University Anton Rudokvas noted that the proposals of the Expert Advisory Board were taken into account during the preparation of the current version of the draft. After the discussion, the draft Model Law on Treaty Law (General Provisions) was decided to be sent to the parliaments of the IPA CIS Member Nations to obtain expert opinions.

The Commission members also exchanged views on the concept and structure of the draft Model Laws on Financial Transactions, on Methods of Ensuring the Fulfillment of Obligations, on Funds, on Protection of Consumer Rights (revised) and on Insurance.

The MPs also discussed amendments and additions to the Regulations of the IPA CIS Permanent Commissions and were briefed on the results of the Commission’s work in 2020.
