Parliamentarians of the Commonwealth Countries Propose to Introduce an Article on Liability for Financing Terrorism into the Model Criminal Code

The IPA CIS Joint Commission on the harmonization of legislation in the field of security and countering new challenges and threats considered a number of bills in its field. The meeting was chaired by Chairman of the Commission, member of the Defense Committee of the State Duma of the Federal Assembly of the Russian Federation Viktor Zavarzin.

The Commission considered and approved the draft model law "On Public Security". The document was developed by the CIS Antiterrorist Center. Today, there are no universally recognized definitions of public security in the legal field of the CIS, which gives rise to contradictions in the interpretation of this concept and related terms and prevents the entry into force of relevant international treaties. The project under development fills this gap. The experts also approved Recommendations on improving legal regulation in the field of suppression of illegal activities in the waters of the Commonwealth countries. As well, members of the Commission heard information about the development of the draft Recommendations on improving the legal regulation of the activities of the border agencies of the CIS countries in the field of countering terrorism. Document approved by experts.

On 13th April, a meeting of the IPA CIS Permanent Commission on Defense and Security was held.

Parliamentarians approved the draft Amendments to the model Criminal Code for the CIS member states, in the part relating to liability for financing terrorism. The members of the commission also approved the Recommendations for the CIS member states on the prevention and suppression of violations in the field of information and communication technologies.

Considering the issue “On the results of the work of the IPA CIS Permanent Commission on Defense and Security in 2022”, the members of the commission agreed that the main task in 2023 is to carry out the activities envisaged by the interstate programs of cooperation between the CIS states in the field of security.

The meetings of the commissions were attended by representatives of the parliaments of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, the developers of draft model acts and experts.
