Experts from Commonwealth Countries Discussed Implementation of Principles of Bioethics and Evidence-Based Medicine in CIS

On 30 March, a meeting of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine was held.

Chair of the IPA CIS Expert Advisory Board on Public Health, RAS academician Yury Shcherbuk noted that over the 10 years of work of the Expert Advisory Board, a significant number of model laws, recommendations and other documents have been adopted. These documents play an important role in the CIS Member Nations healthcare system functioning.

“I hope the meeting will serve to achieving introduction of the principles of bioethics and evidence-based medicine into everyday activities in the healthcare system of the all Commonwealth countries”, Yury Shcherbuk emphasized.

Advisor of the Department for Humanitarian Cooperation, General Political and Social Problems of the CIS Executive Committee Elena Shamal is convinced that nowadays the use of evidence-based medicine requires special preparation, research, development, understanding and perception of the principles of evidence-based medicine from medical workers of all specialties.

Vitaly Maltsev, the Deputy Head of the International Cooperation Department of the Russian Academy of Sciences, told about the Interstate Program for Innovative Cooperation of the CIS Member Nations for the period up to 2030. He called the main goal of the program the creation of conditions for the development of cooperation, aimed at the integrated development of territories for further innovative development and increasing the competitiveness of the economy of the Commonwealth nations.

Director of the Eurasian Cooperation on Clinical Guidelines and Development of National Health Sergei Savashinsky shared information on the creation of the Global Medical Scientific Educational Research Platform (GM SERP). Active work is underway to fill the platform, which will be based on research work on preclinical and clinical studies, system analysis and medical care quality assessment.

Professor of the Faculty of Law at St. Petersburg State University, member of the IPA CIS Expert Advisory Board on Public Health Nelli Diveeva presented the concept of a model law on Medical Supplies in the CIS Member Nations. It will reflect the basic principles of medical supplies, a unified drug registration system, a drug purchase mechanism, and a system for informing doctors about the creation of new drugs.

The participants of the meeting were acquainted with the roadmap for the development of a model law on Medical Supplies in the CIS Member Nations, which contains calendar of events for the period up to 2024.

The participants discussed the implementation of the “Avicenna” project for the prevention, diagnosis, treatment and rehabilitation of patients with diabetes in the Commonwealth countries.

In addition to it, creation of algorithms of coding health information using AI was examined.

During the meeting, the issue of creating and organizing the work of the International Expert Academic Working Group on the development of national evidence bases in healthcare, bioethics and biosafety of the CIS Member Nations was considered. The formation of the international interacademic cooperation structure is scheduled for completion in May 2023.

The meeting was attended by current members of the IPA CIS Expert Advisory Board on Public Health, representatives of the CIS Executive Committee, CIS national academies of sciences, members of the Board of the Eurasian Cooperation on Clinical Recommendations and Development of National Health.

On 31 March, members of the IPA CIS Expert Advisory Board on Public Health will discuss the development of industrial medicine within the Commonwealth.
