Proposal to Develop Law on Countering Domestic Violence in CIS

A proposal to develop a Model Law on Countering Domestic Violence has been made in the CIS.

A meeting of the IPA CIS Permanent Commission on Legal Issues was held at the Tavricheskiy Palace, the headquarters of the IPA CIS. The commission considered 14 issues, including a proposal from Kazakh senators to develop a Model law on Legal Regulation of Countering Domestic Violence.

The meeting was chaired by Chair of the Commission, Chair of the Committee of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Legislation and Human Rights Ravshan Rajabzoda. The MPs elected deputy chairs of the commission: Chair of the Permanent Commission of the Council of the Republic of the National Assembly of the Republic of Belarus on International Affairs and National Security Sergey Sivets and Member of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Fuel and Energy Complex, Subsoil Use, and Industrial Policy Seyidbek Atambayev.

Chair of the Expert Advisory Board under the IPA CIS Permanent Commission on Legal Issues Yuriy Kozlov reported on the outcomes of the Expert Council meeting on 3 April 2024 and the proposals considered for the development of model legislative acts.

Member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Constitutional Legislation and State-Building Aleksander Bashkin and Acting Head of the Department of Civil Law of the Faculty of Law of Saint Petersburg State University Anton Rudokvas informed the meeting participants about the progress on the draft Model Law on Contracts for the Transfer of Property Ownership.

The document details the regulation of the performance of contractual obligations of the parties to sales, exchange, donation, annuity contracts, and their varieties.

Work continues on draft Model Laws on State Cadastral Valuation and on Liabilities from Public Promises of Award, Public Tenders, Games and Betting.

The draft documents will be sent to the parliaments of the IPA CIS Member Nations for expert opinions.

The Senate of the Parliament of the Republic of Kazakhstan proposed at the commission meeting the development of a Model Law on Regulating Countering Domestic Violence.

Deputy Chair of the Commission, Chair of the Committee of the Senate of the Parliament of the Republic of Kazakhstan on Constitutional Legislation, Judiciary System and Law Enforcement Agencies Nurlan Beknazarov noted that Kazakh senators are ready to act as developers of the Model Law for the Commonwealth nations.

The commission supported the idea of developing the document. The MPs will appeal to the IPA CIS Council with a proposal to include the Model Law in the Long-Term Plan for Model Law-Making for 2023-2025.

Participants also exchanged views on draft Model laws on Storage Agreements, on Intermediary Agreements, on Simple Partnership Agreements, on Contracts for the Transfer of Property for Use and on Contracts for the Performance of Work and Provision of Services.
