Relevant IPA CIS Commission Started Developing New Draft Laws in Field of State-Building and Local Government

Today, the meeting of the IPA CIS Permanent Commission on Practices of State-Building and Local Government took place in the mixed format in the Tavricheskiy Palace – the headquarters of the CIS Interparliamentary Assembly. 

The discussion brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation and the Republic of Tajikistan, as well as the representatives of the CIS Executive Committee and the IPA CIS Council Secretariat staff members, experts and representatives of the relevant universities.

A number of concepts of new model laws were brought to the attention of the Commission: the Model Laws on State and Municipal Services, on Administrative Proceedings, on Privatization of the State-owned and Municipal Property, the Recommendations on Use of Municipal-Private Partnership to Address Challenges of Local Self-Government and the White Book on Best Legislative Practice of Anti-crisis Regulation.

The Commission also started working on the new Model Law on International Observation. The issue was presented by Member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Building Oleg Tsepkin. He provided analysis of legislation and law enforcement practice in this field and concluded that the current model law aimed at filling the existing legislative gaps.

The developer of the document – member of the Central Election Commission of the Russian Federation, Chairman of the Council of the Russian Public Institute of Electoral Law Igor Borisov – specified the objectives of the draft law. These are the improvement of the legal framework for democratic elections and referenda, to a more comprehensive and inclusive process of legal regulation of the international monitoring of elections and referenda, the status of international observers and modalities for cooperation with relevant bodies.

The meeting participants also discussed the recommendations on the use of technical means of automation during the elections and countering foreign interference into national elections and considered the issue of developing the revised Recommendations for CIS International Observers on Elections and Referenda Monitoring.

The Commission continued working on the documents in the field of sustainable development and considered the issues of awarding the honorary title to cities that contributed significantly to the Victory in the Great Patriotic War.

The session concluded with the review of the work of the Commission in 2020 and the main objectives of the preparation of the Conference “Image of a Modern City”, dedicated to the Year of Architecture and Urban Development in the CIS to be held in autumn 2021.
