Experts Approved Draft Model Law on Reparation of Injury for Crime Victims

The meeting of the Expert Advisory Board at the IPA CIS Permanent Commission on Legal Issues was held in Saint Petersburg, in the Tavricheskiy Palace, the headquarters of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States. The meeting was focused on the discussion of the draft Model Law on Reparation of Injury for Crime Victims.

The meeting was moderated by Chairperson of the Expert Advisory Board Judge of the 1st Western District Military Court, Member of the Council of Regional Department of All-Russian Organization “Russian Association of Judges” in Saint Petersburg Yuriy Kozlov.

Associate Professor of the Civil Law Department of the Faculty of Law of St. Petersburg State University Aza Gubaeva made a progress report on the draft Model Law on Reparation of Injury for Crime Victims. According to her, the developers had analyzed the proposals and comments of the IPA CIS Permanent Commission on Legal Issues and had made some changes to the document.

A set of terms used in the draft Model Law was clarified. An important change was made to the article on the Crime Victims Assistance Fund. Now it provides the framework for creation and functioning of such a Fund.

Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Building Alexander Bashkin stressed the importance of the document under consideration.

Members of the Expert Advisory Board decided to request the IPA CIS Permanent Commission on Legal Issues to include of the draft Model Law on Reparation of Injury for Crime Victims in the agenda of the next plenary session of the CIS Interparliamentary Assembly, if the proposed draft is approved.
