IPA CIS experts discussed the draft law “Asset Management and Trust”

A regular meeting of the Board of Experts at the IPA CIS Permanent Commission on Legal Issues took place in the IPA CIS headquarters in the Tavricheskiy Palace –. The main topic of the event was the draft model law “Asset Management and Trust”.

The meeting brought together professional lawyers: attorneys, judges, members of regional judiciary and legal communities, prosecutor offices staff members, lecturers from the faculties of law of Russian universities. The IPA CIS Council Secretariat was represented by Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Federal Assembly of the Russian Federation Irina Sokolova, Head of the Expert and Analytical Directorate of the IPA CIS Council Secretariat Denis Zhuk, Executive Secretary of the Expert Council at the IPA CIS Permanent Commission on Legal Issues, Secretary of the IPA CIS Permanent Commission on Legal Issues Alexander Silvin, Deputy Editor-in-Chief of the international research journal “Dialog: politics, law, economy” Alexander Surygin.

One of the drafters, professor of the Department for Civil Law of the School of Law of the St. Petersburg State University Anton Rudokvas, presented the draft model law. He noted that the model law should provide a model of both institutions, asset management and trusts, in order to reflect the interests of the Commonwealth states in this area.

The expert also presented the participants the overview of the best international practices in this area, in particular, by providing the examples of the legislation and enforcement practices in Italy, Austria and the Netherlands.

Alongside with the mentioned draft model law, the participants discussed the proposals to the Long-Term Plan for Model Law-Making in the Commonwealth of Independent States for 2021–2025, implementation of the decisions of the last meeting of the Board of Experts of 26 September 2018 and the agenda of the next meeting.
