IPA CIS Permanent Commission on Economy and Finance finished drafting Part Three of the Model Tax Code

A regular meeting of the IPA CIS Permanent Commission on Economy and Finance took place in the Tavricheskiy Palace, the IPA CIS headquarters.

The meeting kicked off with the elections of the Chairman of the Permanent Commission. Chairman of the Standing Committee of the National Assembly of the Republic of Armenia on Territorial Administration, Local Self-Government, Agriculture and Environment Varazdat Karapetyan was unanimously elected as Chairman of the Commission.

Members of the Commission noted that the work on the Part Three of the Model Tax Code for the CIS Member Nations “Tax Administration” had been completed. Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on the Budget and Financial Markets Andrei Yepishin in his report noted novelty and relevance of the draft model code. According to the Deputy Chair, introduction of such mechanisms into the activities of national tax authorities may have a positive impact on their efficiency.

Professor of Taxes and Taxation of the Financial University at the Government of the Russian Federation Nikolai Tyutyuryukov, representing the working group on drafting the code at the meeting, informed the participants in detail on the amendments from national parliaments, noting the obvious interest in the document from legislators.

The members of the commission decided to approve the document as a whole and asked the IPA CIS Council to include the issue in the agenda of the 49th Plenary Session of the CIS Interparliamentary Assembly to take place to be held on 19 April 2019.

Besides, members of the commission approved the draft Model Code of Inland Waterway Transport for the CIS and the Model Law “Pricing”. The documents will also be included in the agenda of the plenary session.

The participants of the meeting also discussed the work in progress on draft model laws “Cost-Shared Construction of Real Estate”, “Engineering”, “Engineering Activity and Engineering”.

Members of the Сommission also discussed the results of its work in 2018, drew the outcomes of inter-parliamentary hearings on the issues of legislative support for the development of digital economy in the CIS held on 13 December 2018, and heard information on the first meeting of the IPA CIS Economic Expert Council, which took place on 12 March 2019.

The meeting brought together representatives of relevant committees of the national parliaments of the IPA CIS member nations, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Republic of Kazakhstan Askhat Nuskabaj, observers, experts, and the IPA CIS Council Secretariat staff members.
