Review of Legislation in the Field of HIV/AIDS and Migration in the CIS countries discussed in Moscow

The Center for International Trade in the capital of the Russian Federation hosted a meeting of the IPA CIS Working Group on Reviewing Legislation in the Field of HIV/AIDS and Migration in the CIS countries. The event was held within the program of the 6th Eastern Europe and Central Asia AIDS Conference (ЕЕСААС). The Working Group was created in accordance with the Resolution of the IPA CIS Council of 27 March 2017. The meeting brought together more than 40 representatives of the parliaments and respective ministries and agencies of the CIS countries.

Ludmila Kozlova, Head of the Working Group, Member of the IPA CIS Permanent Commission on Social Policy and Human Rights, Member of the IPA CIS Board of Experts on Public Health, Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Social Policy opened the meeting.

Gennadiy Onishchenko, First Deputy Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Education and Science and Davron Mukhamadiyev, Public Health Coordinator in the European Region of the International Federation of Red Cross and Red Crescent Societies, informed the participants on the development of legislation in the field of HIV/AIDS and migration in the CIS countries.

The review of legislation in the field of HIV/AIDS and migration in the CIS countries was presented in the reports by Kanat Amanbaiuly, Head of the Department on Cooperation with the Committee of the Senate of the Parliament of the Republic of Kazakhstan on Socio-Cultural Development and Science of the Senate Administration, Aleksandr Bashkin, Member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Constitutional Legislation and State Building, Aleksey Goriainov, Managing Partner of Rosmedconsulting, Assistant to President of St. Petersburg Association of Medical Law, Samvel Grigoryan, Director of the Republican Center for AIDS Prevention of the Republic of Armenia, Tamara Dolgoshei, Member of the IPA CIS Permanent Commission on Social Policy and Human Rights, Member of the IPA CIS Board of Experts on Public Health, Member of the Standing Commission on International Affairs of the House of Representatives of the National Assembly of the Republic of Belarus, Nelli Diveeva, Professor of Labor Law and Labor Protection of the of the Law Department of St. Petersburg State University, Evgeniy Lyachshenko, Head of the Department of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Social Affairs, Education, Science, Culture and Health, Elena Shamal, Member of the IPA CIS Board of Experts on Public Health, Counselor of the Department for Humanitarian Cooperation, General Political and Social Problems of the CIS Executive Committee.

The Review of the Legislation in the Field of HIV/AIDS and Migration in the CIS countries prepared by the working group is aimed at indicating main focus areas of the legislation development of the CIS countries in order to facilitate access by the labor migrants to the medical services related to HIV/AIDS. The participants of the meeting defined the date and venue for the next regular meeting of the working group.

The members of the Working Group actively participate in the 6th Eastern Europe and Central Asia AIDS Conference that opened on 18 April and will work until 20 April. The objectives of the Conference are to discuss the measures to eliminate HIV and other socially important diseased in the countries of Eastern Europe and Central Asia, to present high-impact programs and to share experience among scientists, experts, health managers, professionals and civil society activists on better strategies and practices to counter HIV/AIDS.
