IPA CIS Chingiz Aytmatov award goes to Anar Rzayev

The second award winner of the IPA CIS Aytmatov award is an author, scriptwriter and producer from Azerbaijan Anar Rzayev. The award was personally presented by the Chairperson of the IPA CIS Council Valentina Matvienko and the Speaker of Jogorku Kenesh Asylbek Zheenbekov.
