Results of the IPA CIS plenary session summarized in St. Petersburg

The press conference on the results of the 47th plenary session of the CIS Interparliamentary Assembly took place in St. Petersburg in the Tavricheskiy Palace.

Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko summed up the results of the 47th plenary session of the IPA CIS.

She noted that, along with the IPA CIS Member Nations, the delegation of the Republic of Uzbekistan which does not have an observer status at the Assembly actively participated in the session.

The IPA CIS Chairperson noted that the agenda of the session was very vibrant and focused on intercultural cooperation across the CIS. Valentina Matvienko recalled that this year had been declared the Year of Culture and that the Model Cultural Code had been adopted during the session.

Valentina Matvienko welcomed the work of the IPA CIS international observers during the presidential elections in the Russian Federation on 18 March and in the Azerbaijan Republic on 11 April. She stressed that the monitoring of both presidential and parliamentary elections is one of the key missions of the Assembly. This activity is coordinated by the International Institute for the Monitoring of Democratic Development, Parliamentarism and Suffrage Protection of Citizens of IPA CIS Member Nations (IIMDD IPA CIS).

The IPA CIS Chairperson noted that during the presidential elections in Russia the IPA CIS Observer Team included 40 people who worked in 32 regions of the Russian Federation and visited 155 polling stations.

Speaker of the House of Representatives of the National Assembly of the Republic of Belarus Vladimir Andreichenko stressed that model law-making was another important dimension of the IPA CIS activity. He mentioned that the Parliament of Belarus used about 70% of model laws adopted by the IPA CIS. He called on the MPs to focus on priority fields such as digital economy, innovations, nanotechnology and bioenergy.

Speaker of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan Shukurjon Zuhurov pointed out the need for integration of countries and peoples mentioning the bilateral relations of Tajikistan and Uzbekistan which did a great deal to solve the existing problems.

Vice Speaker of the Jogorku Kenesh of the Kyrgyz Republic Asel Koduranova informed the journalists on the events held in the Kyrgyz Republic in the framework of the Year of Culture. At this moment the celebration of the 90th Anniversary of Chinghiz Aitmatov is being prepared. She invited the Speakers of Parliament to participate in the World Nomad Games to be hosted in September.

Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Commonwealth Affairs, Eurasian Integration and Outreach to Compatriotic Communities Abroad Leonid Kalashnikov spoke about the relevant issues related to digital economy and stressed the importance of drafting model laws by the IPA CIS in this field.

Speaker of the National Assembly of the Republic of Armenia Ara Babloyan noted the high relevance of the model laws drafted by the IPA CIS referring the example of Model Law on Pre-School Education which was adopted during the spring session. He said that this model law helped promote access to schools and pre-school inclusive education for children with disabilities.
