Dmitriy Kobitskiy: IPA CIS Develops Law to Combat Use of Robotic Systems for Terrorist Purposes

The Tenth International Scientific and Practical Conference of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organisation (SCO RATS) opened in Uzbekistan. At the same time, the Second CIS Conference on Combating Terrorism and Extremism began its work.

The participants include representatives and experts from national, regional and international structures and research institutes from the Commonwealth and other countries involved in the process of combating terrorism and extremism.

Secretary General of the IPA CIS Council Dmitriy Kobitskiy spoke about the legislative work of the CIS MPs to ensure international security.

According to him, the constantly reproduced high level of terrorist activity and attempts to export instability in the CIS are taking place against the background of rapid development of information technologies, which are increasingly used by terrorists.

To counter this danger, said Dmitriy Kobitskiy, the IPA CIS together with the CIS Anti-Terrorism Center develop a Model Law on Countering the Use of Autonomous and Robotic Systems for Terrorist and Extremist Purposes.

In addition, the Assembly participates in the implementation of the Inter-State Programme of Joint Measures to Combat Crime for the period 2024-2028, which provides for the development of a number of model documents on the identification, recording and registration of crimes related to trafficking in persons and the protection and social rehabilitation of victims of such crimes.

Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Defense, Chair of the Permanent Commission on Defense and Security Issues and Chair of the Joint Commission at the IPA CIS for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges Viktor Zavarzin also participates in the conference as part of the IPA CIS delegation.

The events are held in pursuance of the Programme of Cooperation of the SCO Member States in Countering Terrorism, Separatism and Extremism for 2022-2024 and the Programme of Cooperation of the CIS Member Nations in Combating Terrorism and Extremism for the period 2023-2025.

They are aimed at exchanging best organizational experience and practices in countering terrorism and extremism; developing a common understanding and approaches among participants to new challenges and threats to security; and working out measures to improve international cooperation in combating terrorism and extremism.
