CIS Works on Draft Programme of Cooperation in Strengthening Border Security at External Borders

On 4-5 September, the CIS headquarters hosted a meeting of the expert group to finalize and agree on the draft Programme of Cooperation of the Commonwealth of Independent States in Strengthening Border Security at External Borders for 2026-2030 and the Decision of the Council of the CIS Heads of State on this issue.

The meeting was attended by representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, the CIS Anti-Terrorism Center, the Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crime on the Territory of CIS Member States, the Council of Heads of National Security Enforcement Agencies and Special Services of the CIS and other relevant agencies.

During the meeting the experts finalised and agreed on the draft Programme.

The IPA CIS Council Secretariat was represented by Secretary of the Joint Commission at the IPA CIS for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges Stanislav Korostelev and Secretary of the IPA CIS Permanent Commission on Defense and Security issues Alexander Borisov. All proposals made by the representatives of the Assembly were taken into account in the agreed draft documents.

It was decided to submit the document in due course to the Council of the CIS Heads of State for consideration in 2025.

The aim of the Programme is to consolidate the efforts of the countries and bodies of the Commonwealth to implement the Concept of Coordinated Border Policy of 26 August 2005 in order to achieve reliable functioning of the elements of the border security system at external borders. Its implementation will result in an increase in the effectiveness of cooperation to protect common and national interests in the border sphere.
