IPA CIS Model Laws in Field of Ecology Presented to Academic Community

On 29 March 2022, a research seminar was held at the St. Petersburg Scientific Research Center for Ecological Safety of the Russian Academy of Sciences in order to discuss the IPA CIS draft Model Laws on Environmental Safety (revised), on Access to Environmental Information (revised) and on Environmental Funds.

The meeting brought together leading specialists from the St. Petersburg Federal Research Center of the Russian Academy of Sciences, the St. Petersburg Scientific Research Center for Ecological Safety of the Russian Academy of Sciences, the Institute of Legislation and Comparative Law under the Government of the Russian Federation and the Peoples’ Friendship University of Russia.

The IPA CIS Council Secretariat was represented at the seminar by Secretary of the Permanent Commission of the CIS Interparliamentary Assembly on Agrarian Policy, Natural Resources and Ecology Natalia Amburtseva.

The meeting discussed the Model Law on Environmental Safety (revised) aimed at harmonization of the processes of legal regulation of public relations in the field of environmental safety and protection of the national environmental interests of the CIS Member Nations.

The draft Model Law provides for the formalization of new tools, such as environmental expertise, environmental audit, insurance of environmental risks and certification of secondary raw materials as commercial products.

The meeting also considered the Model Law on Access to Environmental Information and the Model Law on Environmental Funds. The experts noted the importance and relevance of developing the discussed documents and made many proposals for their improvement.
