IPA CIS and UNOCT Signed Agreement on Strengthening Cooperation in Countering Terrorism

On 8 September 2021, Secretary General of the IPA CIS Council Dmitriy Kobitskiy and the UN Under-Secretary-General, Head of the UNOCT Vladimir Voronkov signed the Memorandum of Understanding to strengthen cooperation between the two organizations in countering and preventing terrorism and violent extremism.

The signing of the Agreement took place on the margins of the IPA CIS participation in the Fifth World Conference of Speakers of Parliament and on the eve of the First Global Parliamentary Summit on Counter-Terrorism. This document is the result of effective cooperation between the UNOCT and the IPA CIS.

The Memorandum of Understanding aims at promoting parliamentary engagement for a balanced implementation of the United Nations Global Counter-Terrorism Strategy. The UNOCT and the IPA CIS commit to ensure effective coordination of joint initiatives and cooperate in the development of legislative acts and framework documents addressing terrorism and violent extremism.

During the signing ceremony, Vladimir Voronkov stressed the importance of parliamentary assemblies and legislators as the cornerstone for effective counter-terrorism efforts, based on the “whole-of-society” approach. He also recognized the key role of parliamentarians in promoting a comprehensive and balanced implementation of the United Nations Global Counter-Terrorism Strategy.
