Investigating Labor accidents Happening Outside of State of Residence Updated in CIS

On 10 February, a meeting of the Working Group was held to draft amendments to the Agreement on the Procedure for Investigating Labour Accidents which Happened to Workers Outside of Their State of Residence. CIS experts agreed on the amendments updating the document in accordance with modern conditions.

The Agreement was adopted in December 1994 and applies  to employees temporarily staying on the territory of another country on a business trip. The CIS Advisory Board on Labor, Employment and Social Security updated the Agreement  on the initiative of the Ministry of Labor and Social Protection of the Russian Federation.

Amendments and additions to the Agreement are drawn up in the form of a Protocol, which, in particular, clarifies the concepts of “labor accident”, “employer” and “business trip”, introduces the term “employee” and an article on the procedure for exchanging information on labor accidents between the labor inspections of the States parties to the Agreement.

During today’s meeting, the experts finalized and agreed on the draft document. The materials of the expert group meeting will be sent to the members and observers of the CIS Advisory Board on Labor, Employment and Social Security.

The meeting of the Working Group was attended by experts from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, as well as representatives of the General Confederation of Trade Unions, the Research Institute of Labor of the Ministry of Labor and Social Protection of the Republic of Belarus and the CIS Executive Committee.

The CIS Interparliamentary Assembly was represented by Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova.

According to the CIS Executive Committee press-service, the next meeting of the Working Group is scheduled to be held on 28 March 2023.
