Lawyers Consider it Important to Maintain Balance of Interests when Preparing Model Law on Licensing

On 24 December, the Faculty of Law of St. Petersburg State University hosted a scientific and practical seminar dedicated to the discussion of the draft Model law on Licensing, which is being prepared in the Interparliamentary Assembly of the CIS.
Head of the group of developers, head of the Department of Commercial Law of St. Petersburg State University Vladimir Popondopulo made a report on the topic “Licensing legislation as a direction of model lawmaking within the framework of the Interparliamentary Assembly of the Commonwealth of Independent States”.
Professor of the Department of Commercial Law of St. Petersburg State University Oleg Skvortsov spoke about the peculiarities of the concept of the Model Law on Licensing. The conceptual apparatus of the Model Law to be developed was formalized, criteria for defining licensing activities, entities subject to the regulation of the law on Licensing, principles of construction of licensing activities, as well as the definition of a single procedure for issuing licenses and an exhaustive list of requirements to it in order to comply with anti-corruption principles were outlined.
Secretary of the IPA CIS Permanent Commission on Economy and Finance Roman Levin took part in the seminar from the IPA CIS Council Secretariat.
The draft Model Law on Licensing will be discussed at the next meeting of the IPA CIS Permanent Commission on Economy and Finance.
