Scientific Conference “Readings in Tavricheskiy 2019”  Kicks off in Tavricheskiy Palace

The 13th Annual International Scientific Conference “Current Issues of Parliamentarianism: History and Modernity (Readings in the Tavricheskiy)” kicked off on 5 December 2019 in Tavricheskiy Palace – the headquarters of the IPA CIS.

The conference brought together more than 80 scientists from different regions of the Russian Federation and experts on history of parliamentarism from the Republic of Belarus, the Kyrgyz Republic and the Republic of Poland.

Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy addressed the opening session of the conference. He highlighted that holding different forums and conferences had always been an important part of the IPA CIS work, focusing particularly on the “Readings in the Tavricheskiy”.

Since a lot of important anniversaries were celebrated in 2019, the majority of presentations were connected with commemorated dates. The report by Igor Lukoyanov “Tavricheskiy Palace: the Meeting Place of the Public and the Imperial Court” was dedicated to the 230th anniversary of the Tavricheskiy Palace and told about the condition and use of the Palace from the end of 19th to the beginning of the 20th century. The meeting was featured the presentation of the monograph by Dmitriy Aronov “Sergey Andreevich Muromtsev. The Life Given to the Fight for Law”, published on the 110th anniversary of the birth of the Speaker of the First State Duma of the Russian Empire, which will be celebrated on 5 October 2020. Renat Yalyshev analyzed in his report the significance of the first Congress of People's Deputies of the Soviet Union, which was held 30 years ago. Irina Uzlova informed the participants on the first meetings of the Federal Assembly of the Russian Federation that took place 25 years ago.

People’s Deputy of the RSFSR, Chair of Soviet of the Republic of the Supreme Soviet of the RSFSR (1990-1991), Deputy of the first convocation of the State Duma Vladimir Isakov made a report on the development of Russian parliamentarism in early 1990s.

At the meeting an important issue of interaction between legislative and executive branches was addressed. It was considered in the study “The Formation of the Government of the Kyrgyz Republic under Parliamentary Majority” by Associate Professor of Kyrgyz State Law University Eristina Kochkarova.

The discussion panel “What is parliamentarism?” was held within the framework of the conference and brought together famous scientists such as Dmitriy Aronov, Fyodor Gaida, Mikhail Zholudov, Andrey Egorov, Vladimir Kalashnikov and Sergey Kulikov. Kirill Solovyov moderated the discussion.

The conference will continue its work on 6 December. The discussion “The History of Duma’s Monarchy (1906-1917): Re-Thinking and Clarification of Research Terminology Database” will be held with the participation of Daniil Kotsyubinskiy, Vladimir Demin, Andrey Ivanov, Vladimir Kalashnikov, Igor Lukoyanov, Igor Omelyanchuk, Kirill Solovyov, moderated by Igor Kiryanov. The presentations of two books – “The White Revenge in the Country of Red Roses. Alexander Guchkov and 9 June 1923 Coup d'Etat in Bulgaria” by Viktor Kozodoy and “V.F. Romanov. Old-Regime Civil Servant (based on a personal diaries from school until emigration, 1874 – 1920)” by Sergey Kulikov – are also expected to take place.
